South Dakota Governor Larry Rhoden delivered his first budget address for 2025 to the South Dakota Legislature on Tuesday.

During his address, Rhoden said the state has a $63 million surplus and that it was their smallest surplus since the pandemic. Rhoden said it was due to unclaimed property revenues.

He is asking the legislature to change the 10% of the overall budget for a worst-case scenario to 12.5% due to weakness in the farm sector.

Rhoden mentioned when the agricultural sector in South Dakota struggles, it slows the state’s growth down.

He said the state is going to backfill the loss of federal funding in a few programs, including the Supplemental Nutrition Assistance Program and South Dakota Public Broadcasting.
