The Nebraska Natural Resources Department has asked a national dam safety organization to investigate the failure of the Spencer Dam during the March flooding.     

The Association of State Dam Safety Officials says  the independent investigation is expected to take six months with a goal of improving the dam safety industry's best practices.

Officials have said the northern Nebraska dam failed March 14 under a rush of ice chunks and high water in the Niobrara River.

The wall of water and ice destroyed a residence and business just east of the dam, and the man who lived there hasn't been seen since.

Nebraska Public Power District owned the dam and has said the more than 90-year-old structure was designed for electricity generation, not for flood control.

Nebraska state officials who want to profit off their government experience and connections after leaving office face virtually no obstacles to becoming lobbyists, unlike most other states that bar them from immediately switching roles.

A new report by the consumer-rights group Public Citizen says Nebraska is among seven states with no restrictions on former lawmakers, governors or other elected officials becoming lobbyists.

Nebraska stands in contrast to neighboring Iowa, which Public Citizen praised for having one of the nation's toughest "revolving door" laws.

Sioux City native Shelby Houlihan won two national championships in track over the weekend.

Houlihan told the Sioux City Journal she is taking a little break to spend time with her family at Lake Okoboji this week.
