Sioux City Council expected to approve grant application to IFA ESG and 3M settlement payment

The Sioux City Council is expected to approve the city’s application to the Iowa Finance Authority for two grants through the 2026-2027 Iowa Statewide Emergency Solutions Grant program at its Monday meeting.

It is proposed that $50,000 of IFA ESG funds be used for homeless street outreach and allow the neighborhood services division to continue working with individuals experiencing homelessness.

It also proposes that the city apply for IFA funds in the amount of $75,992. Those funds would be used for rapid rehousing and would help transition 13 households from homelessness to stable housing, covering six months of rent. It would also fund staff salaries for case management and program administration.

The city has received similar funding the past two years.

The application covers both 2026 and 2027.

Additionally, the Sioux City Council will approve the second payment from 3M of $863,294 in connection with the PFAS class action litigation.

The Environmental Protection Agency updated health advisory levels of PFAS, or forever chemicals, in 2022 and 2023.

At the time of the changes, PFAS were found in the source water and finished water at Sioux City’s Southbridge water plant.

Claims against 3M and DuPont allege they knew their AFFF products contained PFAS that would contaminate drinking water.

Sioux City provided data regarding the presence of PFAS in its public drinking water sources.

The city council approved the initial settlement payment of $348,346.72 on May 12th of this year.

A second payment of $863,294 will be distributed. The remaining amount is scheduled to be paid out annually from 2026 through 2032.
