Three teenagers from Sioux City are being held at Fresno County Jail in California on a bond of $1 million each.

They’re charged with the death of a California man authorities say they planned to rob after communicating with one of the teens online.

Investigators say the victim gave the group a ride when Isaac Helms of Sioux City shot Tyrel Truss on Thursday.

The two other teens from Sioux City arrested are Precious Green and Hannah Haywood.  A 20-year-0ld man from California was also connection with the crime.

A city official from Webster City was killed while riding his bike in northwest Iowa on Saturday.

Radio Iowa reports 57-year-old Kent Harfst was cycling on D-12 near Pierson when a van hit him from behind.

Harfst, who was the assistant city manager and parks and recreation director for the city of Webster City died at a hospital in Sioux City.

The driver of the van 19-year-old Aaron Albert of Mondamin wasn’t hurt. The collision happened near the crest of a hill in dark conditions.

The National Weather Service is forecasting heavy rain for parts of eastern Nebraska and western Iowa and issuing flash flood watches.

The service says a slow-moving cold front will trigger thunderstorms and deluges.

Up to 5 inches (12.7 centimeters) is expected Monday evening through early Wednesday along a corridor from Iowa's Monona County west to Nebraska's Platte County. The service says up to 2 inches (5.1 centimeters) is possible elsewhere in the two states.

The coming storms follow heavy rain over the weekend in much of the same area.

The service also says there's a marginal risk of severe weather on Monday across most of Nebraska and western Iowa.

Flood warnings continue along the Missouri River south of Tekamah in Nebraska and Little Sioux in Iowa.

The fast-moving water flowing out of Gavins Point dam on the South Dakota-Nebraska border will create dangerous fishing conditions on the Missouri River this fall.

The U.S. Army Corps of Engineers is warning fishermen to take precautions and stay out of restricted areas because of the high volume of water in the river.

The paddlefish snagging season starts Tuesday.
