A proposal to legalize syringe exchange programs in Iowa has bipartisan support, but it’s unlikely to pass for the third year in a row as it fails to get traction with Republican leadership.

Sarah Ziegenhorn (zig-in-horn) is the executive director of the Iowa Harm Reduction Coalition, which has been lobbying for syringe exchange legalization.

State Representative Mark Smith of Marshalltown is the first candidate to announce he’s running to be the next chairman of the Iowa Democratic Party. Current chair Troy Price announced his resignation yesterday, after more than a week of confusion about the process and results of the Iowa caucuses. Smith told Radio Iowa today that his background gives him the ability to step in and help restore confidence to his party.

Pete Buttigieg is clinging to a slight lead over Bernie Sanders in a new batch of votes released by the Iowa Democratic Party. The race remained too early to call with 75% of precincts reporting by today, almost two full days after the state hosted its first-in-the-nation presidential caucuses.

Plans to build a 49-million-dollar new jail in Woodbury County could go to a referendum vote as soon as March 3rd. County officials said yesterday that ongoing problems with the current jail are becoming more frequent.

Building Services Director Kenny Schmitz told the board of supervisors that one of those problems is a shower in a jail wing that’s been out of service for 6 weeks. He says there’s a leak in the concrete floor for the shower drain, but he can’t find the leak’s source.

The U.S. Army Corps of Engineers doesn't expect to eliminate from its reservoir system all the leftover water from last year's near-record runoff that led to massive flooding along the Missouri River. Officials are raising the current releases in expectation of high spring runoff again this year. The Corps told the Omaha World-Herald the system needs to make as much space as possible in light of forecasts for warmer than normal weather and higher than normal runoff.

The Sioux City Council will be asked today to approve a pre-construction agreement with the Iowa Department of Transportation for the reconfiguration of Iowa 12/Riverside Boulevard to a three-lane roadway, according to the Sioux City Journal.

The Iowa Legislature begins its work next Monday, January 13th. 

Leaders from both political parties say they believe this 2020 election-year session will feature a multipronged discussion of state tax policies encompassing income, sales, property and business taxes — but they would not be surprised if it takes most of the scheduled 100 days for a consensus to develop if one does at all.
