Officials in one southwest Iowa county are advising people to consider evacuating. 

The Missouri River’s levels are rising, triggered by recent heavy rainfall in northerly states and dam releases upstream. Sheri Bowen (BOE-win) with Mills County says water is beginning to come back in through a levee breach in the southwest part of the county and is migrating north.

That standing water is only going to deepen. It’s not moving with any significant force right now. But it is moving and increasing a little bit.

The Iowa Board of Medicine has taken action against a Sioux City plastic surgeon.

A hearing is scheduled for October for Dr. Adam Smith.

The board alleges Dr. Smith failed to provide appropriate surgical care to seventeen patients between December of 2014 to September of 2017.

Jena Reyes of Sioux City tells Siouxland Public Media News she is one of those patients.

Reyes says she underwent a tummy tuck in August of 2017 to try and fix lower abdominal pain experienced after childbirth.

Iowa Governor Kim Reynolds is being asked to explain her reasons for asking the head of the state department of human services to resign recently.  Reynolds refuses to discuss her reasons for asking former DHS Director Jerry Foxhoven to resign. 

Democratic Sen. Tony Bisignano pays a 2017 state law requires the state to explain the reason for demanding a state employee's resignation.  Foxhoven, who managed the state's largest agency that oversees the $5 billion Medicaid program, declined to comment.

South Dakota-based Sanford Health today announced a planned merger with West Des Moines based UnityPoint Health. Unity Point has a hospital and clinic in Sioux City.  The transaction should be complete by the end of this year, pending regulatory reviews. The merger would make the company one of the 15 largest non-profit health systems in the country. 

Today marks the first day Iowa Total Care joins the state’s Medicaid system as a managed care organization. the company will be the state’s second MCO along with Amerigroup.

From St. Louis to just north of Sioux City, the Missouri River is now closed to all commercial and recreational vessels.   The US Coast Guard says the closure is due to existing hazards such as drift and high water.  Boats may cause damage to or overtopping of levees. The closure will remain in effect until water levels decrease to a safe condition. 

Vessels being used for flood mitigation or restoration and fortification of levees may continue to operate, but minimize their wake to the greatest extent possible.

Current and past attorneys general from both major political parties from several states are asking Iowa Gov. Kim Reynolds to veto a measure that would force Iowa's attorney general to seek permission to file out-of-state lawsuits.

They think the move designed by Republicans to keep Democratic Attorney General Tom Miller from joining lawsuits against the Donald Trump administration violates basic checks and balances.

Iowa would be the only state with such limits on an attorney general.

Democratic presidential candidate Cory Booker was in Sioux City last night and this morning.  At an event at the Sioux City Public Museum last night, Booker unveiled his proposal to considerably expand the Earned Income Tax Credit that low-income people can receive.
